whitequark f6f9d68f24 Add Linguist tags to .gitattributes. 
This should make it possible to navigate to nmigen/vendor/*.py using
GitHub's file finder.

whitequark 284b533995 setup: replace versioneer with setuptools_scm. 
Has the same problems with git-archive but is much less invasive.
